Arrived in theOise Saturday, the new prefect Jean-Marie Caillaud took office this Monday, November 25. The opportunity to introduce yourself. Him, his priorities and his objectives for the department. “I will probably not have the same view as Ms. Seguin on a certain number of issues,” he warned from the outset.
It’s difficult to get an idea at the moment because, when questioned on several hot topics in Oisian news, Jean-Marie Caillaud did not comment on the substance. But he promised to quickly catch up on all current files. In the meantime, he gave his general thoughts.
To employees of AGCO, Gima, Forvia, probably Saverglass and others in the department threatened by a social economic plan (PSE), he assured of his vigilance. “I am not aware of the file but the State will be very attentive to the situation of the employees,” he said about Gima where 30 employees of the weekend shifts are in the process of being dismissed. “I will be very vigilant about this. There are ways of doing things,” recalls the prefect.
Jean-Marie Caillaud was also questioned about the situation in Noyon, where mayor Sandrine Dauchelle seems to be in both political and economic impasse. He replied: “There are difficulties, I will look at it closely. I will meet the mayor.” He has in fact already met her, that very morning during the ceremony in front of the Beauvais war memorial. Sandrine Dauchelle was present and discussed with former senator Jérôme Bascher. Whom the new prefect has known for a long time, since an internship at INSEE.
Priority on safety
More broadly, its objective in Oise is quite clear: “I would like in the end to say that through our work the territories have not been abandoned by the State”. Which amounts to reversing the trend with a good number of local authorities.
When, to achieve this, we ask him his priorities, Jean-Marie Caillaud places safety first. The law enforcement helmet with the autographed visor displayed behind his desk was a clue. “From drug trafficking to everyday security,” he explains, “We are going to establish a plan for everyday security,” announces the prefect. This document, with a departmental vocation, should allow better functioning of all the actors involved in everyday security, whether in urban or rural areas.
Another subject close to his heart: simplification. It is the current fashion, in the face of administrative complexity, to remove layers to simplify procedures. For example with a single control system for farmers. On this subject, moreover, the new prefect was not offended by the latest actions carried out in Beauvais. While the FDSEA and the Young Farmers of Oise have walled up the headquarters of the French Biodiversity Office and covered up numerous radars in the department. “The important thing is to see where the limit of acceptable is. And I think that last week there was nothing unacceptable,” he defends. So where is this limit for him? “That there are no gendarmes or police officers injured,” replies Jean-Marie Caillaud. He intends to “try to get out through dialogue”. While adding that “covered radars don’t please (him). We will have to uncover them.”
Asked about the reception areas for Travelers, and in particular communities which do not respect the rules like Senlis, the prefect was confident. “I know that a certain number are not following the instructions. I don’t despair of convincing them,” he says.
A “deep admiration” for E. Macron
The Oise is Jean-Marie Caillaud’s first experience as prefect. Before that, he worked in several local authorities and sub-prefectures. Including the Seine-Maritime departmental council where he met Nadège Lefebvre, the president of the Oise department. He entered the prefectural body in 2021. He, who has known Emmanuel Macron “on a personal basis since 2007”, has “deep admiration” for the President of the Republic. Jean-Marie Caillaud, notably ensured “the interface between the President of the Republic and the government, elected officials, prefects…”
This allowed him to meet and work with Caroline Cayeux during her rapid transition to government.
