After the hasty departure of the mayors of the Community Council of Noyonnais country (CCPN) of January 31, the same actors were back yesterday Tuesday, February 4. For a community council Without quorum, in other words who would go to the end regardless of the number of participants remaining. And advice, in fact, less tumultuous.
A advice where despite everything has extended the showdown between President Sandrine Dauchelle, now in a minority, and the mayors. Through in particular the question of the occupational medicine service for agents of the Noyonnais country. The mayors won without resistance.
Without service since January 1ᵉʳ
In December, Sandrine Dauchelle and his vice-president of health Didier Payen had surprised the assembly by proposing to separate from the SMIN, an occupational medicine service of the Noyonnais. The company historically linked to NoyoN and in the country, generating local employment, was going, explained then Didier Payen, being supplanted by a company based in Compiègne, Presoa. Outcry of the mayors: “Despite what you say preoa is no less expensive, the services of Smin have always given satisfaction, we want to preserve local jobs, “said mayors who refused to vote for deliberation at the time. Result, while the agreement between the country and the SMIN was already denounced, and stopped on December 31, the new agreement with Presoa could not be signed.
If in Noyon, where mayor Dauchelle was able to replace the SMIN by Presoa thanks to her municipal majority, in the Noyonnais country, the agents were therefore deprived of occupational medicine service all this month of January. Blocked, the president and her vice-president had only to capitulate.
This Tuesday, ironically celebrated when he spoke, Didier Payen therefore proposed to the elected officials to sign a new agreement with the SMIN. A deliberation for which, “those who wanted to separate from the SMIN accused of all the evils in December, curiously voted unanimously”, underlined one of the mayors at the end of this council. Before the vote, Thibault Delavenne, mayor of Guiscard and departmental advisor, can not help jubilant at the microphone, pretending to want to understand: “Can I know why you changed my mind?” What convinced you? ”He asked President Dauchelle. “Because the majority voted against,” she must be content to answer. “It is therefore thanks to us that the SMIN is maintained?”, Insists the departmental councilor falsely. “I have just said that the majority had voted against and that therefore we renew the SMIN,” impatient the president, concluding, under the yellow laughs, of a “This is democracy”.
The mayors believe that having kept half of the Noyonnais agents (the workforce is distributed 50/50 between the country and Noyon), the SMIN will be able to safeguard its activity.
Approximations in both camps
Agents again with an occupational medicine service, elected officials could continue to vote, sometimes deliberations which formerly never saw the light of the inovia amphi, not requiring, before the withdrawal of the presidents of the president, that his only signature.
“Small files” which sometimes earned a few small battles. In particular questions on the timing of voting in conventions council for room rentals (subject which lent to debate between the two councils), or on procedures poorly led by the executive in place as the always very very Precise Mayor of Maucourt Fabrice Foucher (In addition Director General of a community of communes in Aisne).
Development on the Data Center
Also debate on the need to vote again on details concerning the Data Center. When they had left the last council, the mayors had been taxed with inconsistent, the president Dauchelle questioning their interest in this project which nevertheless promises 18 million euros in the country. Between the two advice, they replied that this vote was not necessary, which the project leaders also agreed. Tuesday evening, President Dauchelle in fact justified the usefulness of this vote: due to the loss of her delegations, the services decided to legally secure certain points. An intermediary explanation which seems to put an end to the quarrel, the president finally conceding: “A file to which we are all attached.” The point was voted unanimously.
Approximations on both sides
Approximations on both sides, mayors and delegates sometimes being imprecise in the interpretation of the deliberations presented, which gave rise to some imbroglios. This also gave rise to a global lament: “We do not have complete reports, which does not help us to understand what we vote”, complained several mayors during this advice. The president conceded this point. “To wonder if it was done on purpose,” wondered one of them at the end of the council.
A tracking motion
Same thing for a hare raised by ex-deputy Carole Bureau-Bonnard at the end of advice. While President Dauchelle proposes to vote for a national motion in favor of a more concerted urban renewal policy, Bureau-Bonnard asks: “But where does this motion come from?” President Dauchelle: “From the Association of Mayors of France”. Bureau-Bonnard, who had done her homework: “I looked for this motion, it is not proposed by the AMF, it is a platform signed by an elected representatives, I do not sign if it is political ». The mayor dauchelle unusually penaude: “sorry, it does not come from the AMF I am told”. The motion was adopted at 31 votes for, just over half of the votes.
And it is also one of the lessons of this council: unanimous when it came to the past to show their opposition or anger, the mayors have however voted in dispersed order certain deliberations. Bad preparation upstream? “We were not good,” said one of them by leaving the Council this Tuesday evening, ensuring that the instructions and positions should be better worked before the next month.
Come to the administrative court on February 19
In the meantime, no doubt, this time legal, will take place in Amiens before the administrative court THE February 19 At 3.30 p.m. We learned at the end of the day on Tuesday that the administrative court had agreed this time to examine the summary proceedings brought by a majority of mayors in the country. We will talk about the statutes of the CCPN and also the allowances of Sandrine Dauchelle and her four vice-presidents. The mayors will ask the judges to force the president to register these questions on the agenda of a council.
But let’s not finish a positive note: while Tuesday evening has seen the executive read each time for a few weeks, read each line of each deliberation (“reprisals”, estimates the opposition), the vice-president Philippe Basset (mayor de Varesnes), decided not to play this little game anymore. A reaction that has not gone unnoticed in the hemicycle. As the black look that Isabelle Da Silva, vice-president from Noyon, did not go unnoticed, a faithful among the faithful of Sandrine Dauchelle.
