Last week, the opposition municipal councilor of Neuilly-en-Thelle Denis Jacob reported to the prefecture what he considers to be an irregularity in the presentation of the municipality’s accounts. Since it has grown and exceeded 3,500 inhabitants in recent years, new rules are in place regarding voting and publication. This report (and the article which talks about it) did not please the mayor at all Bernard Onclercqwho loudly proclaims that everything is in order. “The budgetary orientation debate (DOB) has been happening for 4 years. Inside there is everything. Absolutely everything», Maintains the councilor.
More or fewer numbers
He also says that documents related to the council are accessible on the municipality’s website or, in the worst case, can be consulted at the town hall. In the brand new town hall of Neuilly-en-Thelle, it is true that there is a space provided for consulting the archives. On the website, you can find the minutes of municipal council meetings. At least until June 20, 2024. For the meeting of September 23 and that of December 9, the minutes have not yet been published. Only the agenda appears.
And if, in the February councils, we find the debates concerning the DOB, we do not see the quantified annexes of this budget forecast. What Denis Jacob would like. Let’s see what the prefecture says. The municipal accounts are, in themselves, apparently of good quality. And Bernard Onclercq wants to prove it with an article in Oise Hebdo published in May 2024. We read that Neuilly-en-Thelle ranks among the municipalities which pay the fastest in the department.
Two companies for green spaces
In anticipation of the 2026 municipal elections, Denis Jacob also spoke about the management of the municipality’s green spaces. He criticizes the involvement of two different companies even though the technical services are well equipped with equipment. This is another point which did not please Bernard Onclercq. He justifies this operation.
One of the two companies mandated by the municipality is responsible for large green spaces. Like those located in the industrial zone on the outskirts of the city. “This is a call for tenders every three years. (…) We have an agreement with the community of municipalities which reimburses the maintenance of the area to the municipality“, he explains. The mayor assures that the routine maintenance of green spaces in the center of Neuilly is already managed internally by the technical services. The second company only works for tree pruning. A question of security for Bernard Onclercq: “I am much calmer“.
The mayor also defends his work for the church
Also last week, another article appeared to present the new association for preserving the heritage of Neuilly-en-Thelle. Denis Jacob is also at the head of this initiative. This time he is not targeting the mayor or his policies. Aware that a municipal budget cannot satisfy the needs of the building. But Bernard Onclercq still wants to defend his actions as mayor to preserve the heritage of his commune.
“We made the boiler, the bells, the floor and the joists of the bell tower, we removed the droppings – with a bucket through a small skylight -, we redid the vaults, the benches…», he lists. And “the organ is revised every year“.
So it hurts him to hear that the church is in bad shape. He even launched a study on the building to see the essential projects to be carried out. “In February, we didn’t wait for Mr. Jacob», squeaks the councilor. Today, “everything that should be done is noted“, he assures.
Wishes that promise to come alive
Latest file on the church, accessibility. Bernard Onclercq explains that he carried out a project to repair the steps in front of the entrance, including a snail-shaped ramp, on the same principle as the church of Valloire, in Savoie. A project accepted by Bâtiments de France but not by state services. He doesn’t get angry when showing the refusal document. “They refused because there is the road on each side, and the chair would have to pass on the road. But this has already been the case for 600 years! Have you seen the sidewalks? An armchair does not fit! I went to defend my project on site but I again received an unfavorable opinion“.
In short, the disagreements between the opposition and the majority of Neuilly-en-Thelle are far from being resolved. They could even become more pronounced in the coming year, as the elections approach. While Denis Jacob and Bernard Onclercq have both confirmed their candidacy. Next battle of arms announced during the mayor’s wishes, who promises a salty speech for his opponent. The latter for his part disseminated his point of view in a press release and a leaflet distributed in the commune.
