Presenting the main budgetary guidelines, the vice-president of the regional council Jean-Pierre Bataille, presented the tracks envisaged to identify additional revenue to the region and cope with the drop in state grants.
The cheapest tax horse in mainland France
Jean-Pierre Bataille thus announces that the region is thinking of “readjust (sound) gray card” to “assume our share and not to dig our debt for future generations”. By the way, he recalls that the tax on the tax horse is, in Hauts-de-France, one of the cheapest in France and the cheapest metropolis.
So, the tax horse rate could drop from 36.20 euros to 42 euros.
The Ecolo Hutin wanted a tax horse at 60 euros instead of 42 euros
The Regional Council also plans to abolish the exemption for the benefit of vehicles called March 1. These measures would allow the region to obtain an additional product of 36.8 million euros.
In the regional assembly, the measure is not unanimous. In opposition, Thomas Hutin (Ecolo) regrets that the regional council does not go further in this increase in the tax horse rate. He offers by an amendment to fix it at 60 euros. “This would bring us an additional 84 million euros, almost the amount of the drop in sectoral spending that you have as a budgetary orientation.” It offers this more substantial increase in a particular context. François Bayrou’s government is indeed planning to set a floor at 60 euros for this tax.
Thomas Hutin concludes, evoking a “very low cost for motorists” with 0.5 % increase in their car budget per year.
22% of registrations due to rental companies
The vice-president proposes not to retain this amendment. Jean-Pierre Bataille recalls that “22% of registrations are due to rental companies, to automobile fleets domiciled voluntarily in Hauts-de-France because we are the cheapest region”. “If we climb to 60 euros, we would immediately lose the registration of these vehicles.”
As for the 60%floor, Jean-Pierre Bataille indicates the government would have abandoned this measure.
The amendment is rejected by a large majority. “It was out of the question to go so far,” said the president of the region later.
RN: “Motorists cannot count on you to defend them”
In the hemicycle, the national rally did not fail to make its voice heard on this issue. The regional councilor Arnaud de Rigne refutes the argument according to which this increase in the cost of gray cards would make it possible to cope with the reductions in state endowments. “The amount of revenues expected actually corresponds to less than a tenth of the general budgetary effort you offer.” For the opposition advisor, “it was quite possible to obtain this sum by distributing it fairly through the already planned economy posts.”
For the RN group and similar, this increase in the cost of the gray card was “avoidable”. The RN fears that this increase will make the purchase of a new vehicle prohibitive.
And Arnaud de Rigne concludes: “You show once again that motorists cannot count on you to defend them.”
