Respected tradition. The inhabitants from Breuil-le-Sec know what to expect during the municipality’s greeting ceremony. Friday January 10, Mayor Denis Dupuis therefore delivered a long speech, first evoking the international context, then national. Before discussing past and future achievements in this Clermontois commune.
War in Ukraine and the Middle East, climate change, Mayotte and “failed” dissolution… The chief magistrate focuses mainly on the relevance and action of local authorities. “Our municipalities remain the real centers of stability and proximity serving residents,” insists Denis Dupuis.
Not responsible for the deficit
The person concerned continues: “They can count on their mayor and their municipal council to work for their living environment, in terms of environment and culture. And also to create better conditions for the education of children, but also manage finances rigorously.”
Thus, the mayor of Breuil-le-Sec does not hesitate to relay the “feeling of injustice” of all local elected officials, vis-à-vis the State. “We have been accused and made responsible for France’s abysmal deficit,” laments Denis Dupuis. “Or because we would have too many territorial agents.”
Rhetorical questions
The elected official denounces these accusations and disagrees. “The debt of local authorities represents 8% of the total national deficit,” he says. “A percentage that has also fallen sharply in recent years.” The mayor reminds that municipalities must vote for balanced budgets. As for expenses, “they correspond to concrete investments.” This, “with the aim of improving the daily lives of residents.”
Concerning the agents, “they work every day in contact with residents,” insists Denis Dupuis. And followed up with a series of rhetorical questions: “Should we reduce the number of extracurricular agents? While we have requests to extend the timetables? Should we reduce supervision in canteens? Stop maintaining green spaces? Reduce the opening hours of the town hall?
On the program for 2025
The town hall has worked a lot during the year 2024, assures the mayor of Breuil-le-Sec. And there is still work to do for the last two years of the mandate to come. Like the project to renature the after-school playground. It consists of the revegetation and permeabilization of the soil and the creation of green spaces.
Or even the realization of three housing projects. Oise Habitat must deliver twenty apartments at the end of the first quarter. Plus 18 houses and 8 intermediate rental housing units and 4 building plots on rue de Clermont. And finally, a third operation of 6 individual houses and 20 collective housing units. “We have not had new housing since those created on Rue Mandela in 2017,” recalls Denis Dupuis.
