This Tuesday evening, November 26, there was still talk of paid parking during the city council of Beauvais. The city has chosen to leave the management of paid parking in its city center to a public service delegate (DSP). The convention which governs this DSP has already been the subject of heated debates in the council between the left opposition and the First Deputy Lionel Chiss. This Tuesday, a first amendment to the contract was added. An amendment which costs €30,000 per year.
Thanks to this vote, certain vehicles are exempt from paying for their parking space in Beauvais. This exemption concerns the vehicles of health professionals… And some vehicles of the city itself, which had not been included in the agreement. The cost of exempting everyone from paying has been calculated at €30,000 per year.
“It’s still nonsense…”
This news obviously caused Roxane Lundy’s opposition group to react. Absent because she was about to give birth, it was Grégory Narzis (PRG) who spoke. He recalled the content of the municipal council debates of December 21, 2023. During which elected officials voted for this public service delegation. At the time, the opposition was already warning about the risk of these amendments and campaigning for the municipality to keep control over parking in the city. “We see, the municipality should keep control, that would make sense, because as soon as we delegate, any proposed modification requires paying an amendment and these amendments are overpriced.», Warned Roxane Lundy.
A little later in the debates she asked Franck Pia, the mayor, to commit to ensuring that there would be no additional costs. “Can you make a commitment that we will not have any amendments that will have additional costs for our community?», launched the elected Génération.s. To which Franck Pia replied: “I don’t have to make any commitment“. Caroline Cayeux also reacted, accusing Roxane Lundy of playing Cassandra.
“Everything is happening as we planned», continues Grégory Narzis this Tuesday, November 26. “Why weren’t they included from the start?», he asks. For him, these €30,000 annually weaken the financial balance of the delegation, even if according to his own calculations there is still room. “Excuse me, this is laughable! It’s still nonsense», he finally exclaims.
Lionel Chiss praises the good payment figures since the “PV sulfater”
“I don’t find it laughablereplied Lionel Chiss for his part. Simply, we adapt a little and it’s normal», he justifies. He explains that the health vehicles were well planned at first glance. But not all. “There, we expand to other health professionals», Specifies the First Deputy.
He then continued with the parking figures since the establishment of this new public service delegation. “To date we have gone from 15% of users who pay for parking to 83%. These are the figures for October“, he rejoices. “The delegatee has never seen this. It’s a very good adaptation to the new rules», Estimates the elected official. A response that did not satisfy Grégory Narzis: “With you it’s always “move around, there’s nothing to see”“.
On a question from Marie-Christine Baudin-Chenu (RN), Lionel Chiss nevertheless clarified that the post-parking package tickets received by city vehicles have all been the subject of an appeal and will not give rise to fine of €35. The majority voted for this amendment to the contract, as did the RN. Nine elected officials classified on the left voted against.
