It’s the last stone in the ballerina’s Sandrine Dauchellepresident LR of Noyonnais Country : there Regional Chamber of Accounts of Hauts-de-France, has just opened the control of the accounts and the management of the community of communes of Pays Noyonnais (CCPN). The monitoring will be carried out over a period of six years, from 2018 to the present. From 2018 to 2020, the president of the CCPN was Patrick Deguise. In 2020, Sandrine Dauchelle succeeded him.
This audit which has just opened will constitute the fourth intervention of the regional chamber of accounts during the Dauchelle era. All these interventions will have taken place in 2024, decidedly annus horribilis for the mayor of Noyon and president of the Country.
The full-time regional chamber of accounts on Noyon’s finances
Since January, the CRC has:
CRC checks do not necessarily equate to “problems.” They can be triggered, for example, if the Chamber judges that the last inspection was too long ago. But an audit can also be opened if its magistrates consider that there are objective reasons to dig into the finances of a community. It can also, specifies article L211-3 of the Code of Financial Jurisdictions, arise at the “motivated” request of the representative of the State, that is to say the prefect. As a farewell gift from prefect Catherine Séguin before her departure?
The Noyonnais under the microscope
While Sandrine Dauchelle’s management has brought the city to the brink of bankruptcy, which the CRC report will undoubtedly reveal in a few weeks, it may seem legitimate to think that the Chamber or the prefecture now want to verify the financial health of the Pays Noyonnais chaired by the same elected official. Dauchelle did in the Pays Noyonnais like Sandrine in the city? The question is now in the hands of Thibaut Arnou, the magistrate who had already led the control of Noyon.
But what will he look at? The role of the financial magistrate is not to judge the political choices of President Dauchelle – and before her, for two years, of President Deguise – but to examine “the regularity of management acts”, “the economy of the means implemented” and evaluate “the results achieved in relation to the objectives set by the deliberative assembly”. That’s it for the “Management” part. Concerning the control of the accounts, the magistrate will “verify on documents and on site the regularity of the revenues and expenses described in the accounts” of the CCPN and “ensure the regular use of credits, funds and values” (Article L211 -3 of the Code of Financial Jurisdictions).
Patrick Deguise: “I’ve been waiting for this for three years”
Former president Patrick Deguise does not say he is worried by what the CRC will discover about his two years of management included in this control. “I’ve been waiting for this for three years!”, he says on the contrary. “As in Noyon, thanks to this control of the CRC, the inhabitants of the Noyonnais region will discover the truth about the financial situation of the CCPN upon the arrival of Sandrine Dauchelle,” believes the elected official now in the opposition. He does not deny that the situation was however already “complicated” in 2020, when he gave up his place to Sandrine Dauchelle. “But it has transformed an admittedly complicated situation – due to the impact of the reconversion of the former military site and the drop in state funding of nearly 2 million euros – into a real financial disaster,” he judges. -he.
The elected official is even offensive: “Sandrine Dauchelle will once again be confronted with her lies and her catastrophic financial strategy to satisfy political and electoral interests,” he concludes.
Sandrine Dauchelle did not wish to answer our questions. No more than its general director of services, Chokri Mastouri. No more than the vice-president in charge of finance at the CCPN, since there is no longer a vice-president in charge of finance at the CCPN.
