The climate is deteriorating around the project agrivoltaic power plant in the municipalities of Rosières and Versigny. The association of citizens committed to the defense of Valois (CEPDV) deplored, on this Monday, December 16, the removal and destruction of the panels located opposite the castle of Versignyshowing their opposition to the construction of the power plant.
In the evening, nearly 25 people from this Versigny collective attended the Rosières municipal council meeting. They hoped to have a response to their letter addressed to the elected officials of Rosières requesting the reopening of the municipal roads crossing the site of the future power station.
Surprised not to have heard of this letter
Wasted effort, if one of the elected officials, Marie-Calina Bartouilh de Taillac, asked the question under miscellaneous questions, the municipality argued that the project was blocked following the last meeting of the municipal council to avoid any response. Some elected officials were surprised not to have been aware of this letter. “I discussed it with Patrice Delacour, first deputy, and we did not follow up,” reported Pauline Martin-Vanlerberghe, mayor of Rosières.
“Your recent debates in municipal council have drawn our attention to the road called “chemin rural de Baron à Lessart” as well as to the rural road of Laventure. It is obvious that farmers have taken the liberty of building fences imprisoning these paths, thus preventing their access by the public. We would like to remind you that according to article L161-1 of the rural and maritime fishing code: “Rural roads are part of the private domain of the Municipality and are allocated for public use”. The rural road from Baron to Lessart as well as the Laventure road should never have been cultivated and fenced off in this way. For the record, the principle is that the rural path is open to the public, this is even one of its characteristics. The mayor must always ensure free movement on rural roads and must therefore, if necessary, restore it urgently. Indeed, according to article D161-11 of the same code: “When an obstacle obstructs traffic on a rural road, the mayor remedies it urgently”. In addition, article L161-5 of the rural and maritime fishing code states that the municipal authority is responsible for the policing and conservation of rural roads.”
A fairly irritated collective
“The former mayors of the commune of Rosières having failed in the preservation of this path, we ask Ms. Pauline Martin-Vanlerberghe, currently in office, to assert her right to police and conserve rural roads. To this end, we urge him to restore as soon as possible access to this path which has been taken away from the public,” we can read in the letter. The municipal council ended without the slightest response regarding the problem raised. Enough to further stir up the resentment of the members of the collective, who were quite irritated when leaving the Rosières town hall.
