Since this summer and the start of the protest against the drastic drop in grants municipal to associationsTHE Judo Club Noyon (JCN), the city’s largest sports club (600 members), is on the front line. Its technical director, Michel Lebrunhas not skimped on the means to make the voices of athletes heard, in particular thanks to its widely shared videos.
Humorous and sarcastic videos published on social networks which also earned him a complaint from the mayor Sandrine Dauchelle (he has not yet been summoned by the Justice). In addition to this complaint, Mayor LR Sandrine Dauchelle also seems determined to pay him back, through a series of “incidents” that Michel Lebrun unambiguously describes as “retaliations”. And this is how the general assembly of the JCN on Friday December 13 almost… did not take place.
The general assembly room declared unavailable three days before the AGM…
“Three days before our general meeting, we were informed orally that the Chevalet room that we had reserved since August was no longer available,” reveals Michel Lebrun. A method already tested by the general director of services, Chokri Mastouriagainst the merchant who organized a Christmas market last month. Following this sudden unavailability, Michel Lebrun decided to respond to the standoff engaged: “I published a message on social networks to say that the club meeting was being held on the scheduled evening, at the planned location and that we were going to present around fifty awards for our athletes.” Fifty children rewarded + a hundred parents: “I wanted to make them understand that a certain number of us would be in front of the Easel whatever happened.”
While this same Friday evening, a stone’s throw from the Chevalet, the last municipal council of the year was being held at the town hall, the town hall apparently preferred not to take the risk of seeing the judokas demonstrate their discontent under its windows, in a sort of remake of the October demonstration. Finally, the club was informed that the room was available, although – so as not to completely lose face? – an unusual modification of the convention. “Every year, we have the room until 10:30 p.m. and it’s really for form: last year, in a context of trust, we locked it ourselves and put the key back in a box to letters. But this year, the agreement mentioned an end of loan for 10 p.m. “We played the game,” underlines the technical director, who nevertheless says he is “not fooled by the maneuver.”
“The only club not to have received the subsidy”
The issue of subsidies, obviously mentioned during the general meeting (see below), is not getting any better at all. “We are the only association that has not started to touch it,” notes Michel Lebrun. Strange coincidence. Michel Lebrun does not see this as a coincidence, however: “The mayor had invited the associations to meetings during all the negotiations, and it was the associations which had taken part in the meetings, and therefore made criticisms, which affected the subsidies the most. last ones,” he emphasizes. The JCN having been the most vehement association, we could see a certain logic there…
The 50,000 euros promised to associations in November: ancient history?
As for the re-inscription in the budget of 50,000 euros of subsidies for all associations (out of 100,000 deleted) promised again in November “if the city manages to save energy”, it would seem that it is no longer a question than a distant memory. The associations had accepted by mail while placing Sandrine Dauchelle face to face with her responsibilities. “We haven’t heard anything since, but it seems she didn’t appreciate the letter: from the rumors reaching us, we won’t have anything.”
Threat to the dojo
The JCN is finally still awaiting news concerning the occupancy agreement for its dojo at the René Acolet space. At the end of October, in a letter, DGS Chokri Mastouri threatened in a barely veiled manner to deprive the association of its dojo. This in a letter presenting the new occupancy agreement for the 2024/2025 season accompanied by a reduction in the time range for use of the room. “We wrote to Mr. Mastouri to tell him that this agreement was inapplicable for us, and asked to renegotiate the terms, he did not respond except to be surprised some time later at the fact that we still have nothing signed,” summarizes Michel Lebrun. On this issue, the time is therefore still at the status quo.
The arrival of Director General of Services Chokri Mastouri, whose name has been at the heart of numerous controversies since his arrival this summer, is clearly not likely to ease tensions. Without naming him, Michel Lebrun explains that “nothing is being done normally anymore, we are seeing, particularly for the matter of the loan of the Salle du Chevalet, that all the signatures go through the mayor’s office, which delays everything and makes everything more complicated.
The fight should continue next year
Sports results: a brightening in a dark sky

In a difficult context for associations and athletes in Noyon, the results of the JCN on the tatami mats were ultimately the ray of sunshine in a difficult year.
“We made podiums from regional to national level and a selection, Alexandre Houssein, for the Olympic Games,” summarizes Michel Lebrun. The JCN is “still the club with the most members in Oise, one of those with the best performances in each category, a driving club for the department and the region,” believes the technical director.
Cadets at the highest level
A club which welcomes the emergence of a young hope, the cadet Salim Oubenaissa, “came within a hair of being selected for the French team on the occasion of his bronze at the French championships”. The end of the season for the young Noyonnais, however, was tarnished by an ankle injury. But the one who joined the brand new Pôle France de Châtenay-Malabry in the Paris region “still has his head set for a high-level course,” says his coach. The male cadets, a category that is going strong since four of them qualified this season for the French 1st division championships, including Salim, before his integration into the Pôle France. “It’s very rare to qualify so many young people who train outside of structures at this level,” underlines Michel Lebrun.
By team, the JCN can boast of a very good title of champions of Hauts-de-France for the youngest girls “with a great generation that is showing up,” notes the coach.
A hole in the crate

On the financial side, this general assembly “for the first time forced the treasurer to present a budget with a deficit”, regrets the technical director. A deficit of 10,000 euros corresponding “almost exactly” to the shortfall from the subsidy, he notes. While waiting to know what the 2025 subsidies will be made of, the club is therefore imposing restrictions, in particular “on the number of trips for tournaments”. The cost of membership has not changed, and the club has been able to maintain its five salaried jobs for the time being. The association’s office remained unchanged.
Richard Gulzinski, honorary president
For the symbol, after having paid tribute to Pierre Caudroy, its honorary president, who died in October, the Judo club proposed the symbolic function to a child of the JCN: Richard Gulzinski. Arriving at the judo club in 1993, he has remained a member all these years. He was the technical director for 15 years before becoming director of the Noyon sports service under former mayor Patrick Deguise and finally general director of services under Sandrine Dauchelle. He finally left mayor Sandrine Dauchelle for the town of Pont-Sainte-Maxence. This summer, we saw him demonstrate alongside Noyon athletes against the management of his former boss.
If the Judo Club Noyon wants to be strictly apolitical, and Michel Lebrun refuses any involvement in any way, the same does not apply to the new honorary president seen recently alongside David Bajeux, declared candidate for 2026. Not sure that this will ease tensions between the JCN and the town hall.
