Jean-François Dardenne, mayor of Nogent-sur-Oisewas called to testify in a investigation of the regional environment center, within the Paris parquet.
Arrests took place under the direction of an investigating judge as part of a case opened by the PRE – Regional Pole in charge of the Environment located within the Paris public prosecutor’s office. The preliminary investigation was entrusted to the OCLAESP (Central Office for the Fight against Environmental and Public Health Attacks) jointly with the OCRGDF (Central Office for the Repression of Serious Financial Delinquency).
In particular, numerous comings and goings of trucks were noted every day on the Nogent-sur-Oise site (60), arriving loaded with various waste (plants, concrete, pylons, rubble, stones, etc.), which, not weighed, were pushed back into a previously dug area of the site, the trucks then leaving empty or loaded with limestone.

By introductory indictment of July 2, 2024, the investigating judges of the JIRS (specialized interregional jurisdiction) were seized of the investigation of the following counts, likely to have been committed in particular in Nogent-sur-Oise (60), in Villeneuve -sous-Dammartin (77), between August 20, 2021 and July 2, 2024:
- ABANDONMENT OR ILLEGAL DEPOSIT OF WASTE BY THEIR PRODUCER OR HOLDER IN AN ORGANIZED GAND
– offense punishable by 8 years of imprisonment and a fine of 500,000 euros
- ABANDONMENT OR ILLEGAL DEPOSIT OF WASTE BY LEGAL PERSON PRODUCING OR HOLDING WASTE IN AN ORGANIZED GROUP offense carrying a penalty of €2,500,000, and a 5-year ban on receiving public aid
- IRREGULAR CARRYING OUT OF SCOURING OR RAISING OF THE GROUND Offense leading to a fine of 300,000 euros
- IRREGULAR CARRYING OUT, BY LEGAL PERSON, OF EXCAVATION OR RAISING OF THE GROUND, an offense incurring a fine of €1,500,000
- USE OF THE LAND IN Ignorance OF THE LOCAL URBAN PLANNING PLAN offense incurring €300,000 or €6,000 per m2 construction
- USE OF THE LAND IN Ignorance OF THE LOCAL URBAN PLANNING PLAN BY LEGAL ENTITY offense incurring €1,500,000 or €30,000 per m2 construction
- EXPLOITATION OF A QUARRY WITHOUT AUTHORIZATION offense punishable by 1 year and a fine of 75,000 euros
- EXPLOITATION BY LEGAL ENTITY OF A CAREER WITHOUT AUTHORIZATION offense incurring a maximum fine of €375,000
- OPERATING AN UNREGISTERED CLASSIFIED INSTALLATION offense punishable by 1 year and a fine of 75,000 euros
- OPERATION BY LEGAL ENTITY OF AN INSTALLATION CLASSIFIED FOR THE PROTECTION OF THE ENVIRONMENT UNREGISTERED offense incurring a maximum fine of €375,000
- OPERATING AN INSTALLATION CLASSIFIED FOR ENVIRONMENTAL PROTECTION WITHOUT AUTHORIZATION offense punishable by 1 year and a fine of 75,000 euros
