An ad for a fast food restaurant here, an ad for a supermarket promotion there. What we call advertising pre-signsthose installed along the roads to attract customers, abound in certain cities. To the point of sometimes hiding road signs.
In Chamblyin the south of the Oise, there are around a hundred, one hundred and five very exactly. These pre-signs are normally regulated at national level. They must not exceed a certain size, and cannot be installed anywhere. Problem is, these regulations are not really respected.
The creation of local advertising regulations
To ensure consistency in this display, the option of developing a local advertising regulation exists. In any case, it is the one chosen by the city of Chambly. Its drafting began in May, but the final regulation will not be repealed until December 2025. “First, everything was mappedpresents Patrice Gouin, second deputy mayor in charge of town planning and economic relations, during the municipal council this Thursday, December 19. Both compliant and non-compliant panels. And a first assessment was carried out.»
In this report, we learn in particular that three quarters (76% to be exact) of advertising devices do not comply with the environmental code. Whether in terms of their density or their location or their surface area. We also learn, even if it is obvious, that these advertising devices are concentrated in the Portes de l’Oise business area and therefore add to the impact of the brands. According to this study, the rest of the city is less affected. It is also mentioned that floor-sealed advertising predominates over wall-mounted advertisements.
Signs affixed to the facades of businesses and craftsmen’s premises are also affected by this future local advertising regulation. A little more than a third of them (32% exactly) are not compliant with the environmental code. “We are lucky to have a not too bad situation in our city center, where only one or two signs are not compliant», specifies Patrice Gouin.
The effective settlement in December 2025
Seven orientations were then presented to the municipal council, which approved them unanimously. The first aims to reduce the landscape impact of advertising panels in business areas. “We aim for large panels, those which are larger than the planned size», Comments the deputy. The second is to limit advertising in predominantly residential sectors not subject to heritage or landscape protection. The third wants to regulate advertising in heritage protection zones. The fourth aims to reduce the impact of advertising devices and illuminated signs, the fifth to ensure the good architectural integration of signs on facades in the city center, the fifth to ensure the good landscape integration of these signs in residential areas, and the seventh to improve their landscape integration in commercial areas.
All of this will obviously not happen overnight. Next step in the advancement of this regulation, the organization of a public meeting open to all Camblysians on Monday March 3 in the evening. The regulations will then be adopted by the municipal council in April. The administrative phase will then follow, before the approval of the regulation in December 2025, still in the municipal council.
