Since the spectacular arrest of the mayor of Nogent-sur-Oise in an alleged case of waste trafficking, questions have arisen about the precise nature of the acts alleged against the mayor of Nogent-sur-Oise and the company Build BTP which had obtained the site.
From the mayor’s side, it seems that the planning permission given to the company was not sufficient. Apparently, the nature of the work required a prefectural order instead of a simple municipal order.
The mayor specifies the nature of the work requested:
The development of the hillsides of the agricultural plateau of Nogent-sur-Oise consisted of:
to regulate running rainwater,
to increase the surface area and number of allotment gardens in the sector
to install espalier vines on the hillside.
The mayor does not specify how this work was to take place.
The environmental police (OCLAESP) explains it.
This involved developing two plots of land, with a view to carrying out
to their elevation (i.e. to their raising by the addition of aggregates)
crushing rubble on site for resale.
But the gendarmerie is not happy and says: On the contrary, scouring (digging) and the extraction of stone for resale were noted. The hole was blocked by dumping waste.
The gendarmerie adds that numerous comings and goings of trucks were noted every day on the Nogent-sur-Oise site, arriving loaded with various waste (plants, concrete, pylons, rubble, stones, etc.), which, not weighed, were pushed back into a previously dug area of the site, the trucks then leaving empty or loaded with limestone.
Before knowing more, Oise Hebdo received an exclusive series of the “agricultural plateau of Nogent-sur-Oise”, taken while the construction site was at a standstill.
