An independent study has just concluded that deficit of 2 million euros fromAgglo of the Château-Thierry region which had to increase certain services and the taxation households and businesses.
The recent increases in services by the Château-Thierry Agglo, in particular those of the portage of meals, the taxation of families and businesses make a few teeth cringe on the territory. This offers the former deputy Jacques Krabal the opportunity to launch all -round attacks against Sébastien Eugène.
The latter, mayor of Château-Thierry, is explained in an open letter to the inhabitants, signed by the members of the community office. He twists his neck at the former president of the Agglo, namely Etienne Haÿ, but also to the one who carried him in this post, his friend Jacques Krabal. A way to wash your dirty laundry in public.
“Our agglo has faced a financial and moral bankruptcy”
“Dear Axon, dear Axonais, a year ago, many of you doubted our criticisms of the management of the agglomeration, often considered as a politician. The resignation of the former president, systematically protected by the former deputy, then the realization of a financial audit at our request, demonstrated that these criticisms were more than founded. Our agglomeration, as before her our hospital, faced a financial and moral bankruptcy. ”
After this entry in matters which fixes the responsibilities of the financial sinking of the Agglo, Sébastien Eugène, new president, points to the financial drifts and the errors of past management. “Operating deficit estimated at more than 1.6 million euros in 2024 instead of the 0.5 million euros announced in April 2024; very high communication and event expenses; Lack of means in structuring fields (wastewater treatment, flood prevention, economic development, ecological transition, etc.) and very low investments. »»
On this last point, Sébastien Eugène establishes a comparison between the old inter -municipal structure and the Agglo. “In 2016, before the creation of the agglomeration, the community of communes in the Château-Thierry region, with 2 times fewer inhabitants, invested 3 times more. Today, the city of Château-Thierry, with 4 times fewer inhabitants than the Agglo, invests 2 times more. In order to avoid a guardianship by the prefecture, which would result in an explosion of inter -municipal taxation, it is urgent to act. ”
“Increase in essential taxation”
The new executive and the community advisers proceeded in 3 steps to develop a rebalanced budget in 2025. Approved on February 3 with 75 votes for, 25 votes against and 7 abstentions. A result that resembles like two drops of water (and therefore to be mistaken) to the failed attempt by Etienne Haÿ to remove the delegation of 1st vice-president, Sébastien Eugène, now president of the Agglo.
So he first made savings. “640,000 euros could be released, that is to say much more than the 500,000 euros in deficit initially announced and which would therefore not need to increase taxation. Then, the deficit being much higher, it was necessary to increase certain prices which had not been adjusted in recent years despite strong inflation. This was done in comparison with the prices charged in other territories. In any last recourse, an increase in taxation has proven to be essential. We sought to limit it as much as possible. For example, this represents an increase of 2.5 % to 3.5 % on the property tax, depending on the municipal rate. It would have been 2 to 3 times higher if nothing had been done. We are very far from a tax blush as some want you to believe. ”
With this latest expression, you have to understand that we target Jacques Krabal, always him.
Criticism of current opponents who almost flowed the agglo
The new president then lets go to settle his accounts and justify his measures. “Currently, those who have sealed the agglomeration and have sometimes voted all national budgets since 2012, come to give lessons. After having stopped putting sticks in the wheels in the city of Château-Thierry, like the wild demoturalization of the services shared between the city and the Agglo. Also mayor of Château-Thierry for 8 years, the new president of the Agglo has never increased tax rates in his town and the prices have never exceeded inflation. If we are forced to do the opposite to the agglo, it is because we have no choice. We must rebalance the budget from 2025 to prevent our territory with both in economic and social matters. Thanks to a rebalanced budget, the Agglo will finally be able to initiate major projects, which we have been talking about for years, but which have never succeeded. ”
“Never carried out” projects
Then Sébastien Eugène lists a long list of work and projects announced, but never carried out:
- The reopening of the Louvroy space in Neuilly-Saint-Front whose work will start this year
- The rehabilitation of the Fère-en-Tardenois health center after the floods, the renovation of the Condé-en-Brie medical office and the acquisition of a building in Neuilly-Saint-Front to create a home house
- The construction of a crèche of 60 cradles in Château-Thierry, open to all families in the territory
- An expansion of the Omois area, the main area of economic activity in the agglomeration, to accommodate new companies
- The overhaul of skills relating to the prevention of floods associated with the adoption of a global strategy and its financing
- the creation of an agricultural, wine and food festival to enhance our rurality
- Studies prior to the renovation of the sports hall and the creation of a tennis house club in Fère-en-Tardenois
- accelerated reimbursement to municipalities for leisure receptions and rainwater management
- Maintaining subsidies to municipal investments and the softening of criteria to make the smallest municipalities eligible.
“Leave us at least a year”
While distrust of politicians “reached records in our country, it is our duty to keep you a speech of truth, far from the easy responses and false reactions of which you are regular witnesses. Our agglomeration must be stronger and more dynamic to deal with external threats and better protect you. It is the confidence contract that binds us to you and elected officials of the territory. »»
Then the president requires a little time to judge the action of the new management team. “We ask you to leave ourselves for another year to prove our capacity, with all the mayors and municipal elected officials, to improve the financial situation, to respond to your concerns and to move this agglo which has become essential in your daily newspapers. »»
The elected Castel Mohamed Rezzouki adds
As soon as this published letter was published, Mohamed Rezzouki, 1st deputy mayor of Château-Thierry and 10th vice-president of the Agglo in charge of major works, ecology and water cycle, publishes his analysis of the situation on Social networks. “With Sébastien Eugène, we have continued to highlight the financial mismanagement of the agglomeration community of the Château-Thierry region. This has also led to a political crisis and to the resignation of Etienne Haÿ and his chief of staff, the former parliamentary attaché of Jacques Krabal (criticized by many elected officials at the agglo office to take himself for the caliph In place of the caliph under the era of Etienne Haÿ, editor’s note). The financial audit unfortunately confirmed our fears and even more. Indeed, it is not a question of filling a deficit of € 500,000, but by more than 2 million euros. During a community council, I recalled the political, but also personal responsibility of the former president. »»
Then he asks certain essential questions before answering them. “For what ? If the agglomeration was a private company, it would have been in compulsory liquidation without going through the recovery – it is simply bankrupt. SO ? Despite substantial savings, with the desire not to suppress services, the prices have been reassessed not without bitterness. Unfortunately, these measures are not enough, there were no other choice than to adjust taxation. A heartbreaker. »»
Mohamed Rezzouki tackles the former president
For Mohamed Rezzouki, “keep in mind that the 2025 budget is a form of recovery in itself”. He ensures that it “is built to correct trajectories linked to non-decisions, in the best of cases, if it is not to correct bad decisions or even faults which are worth pricing, difficult to support. What consequences could have taken place if such corrections had not been taken. ”
Obviously, Mohamed Rezzouki takes up the argument of Sébastien Eugène on the risk of tutorship of the Agglo. With words that must make the ears of the former president and his mentor Jacques Krabal whistled.
To sit his reasoning, Mohamed Rezzouki joined the article by Oise Hebdo entitled “Jacques Krabal launches an all -out offensive against Sébastien Eugène”. Jacques Krabal will eventually hate Oise weekly, but, as my grandmother said, “we don’t care like our first liquette”.
