Philippe Marini presented to Minister of the Interior Bruno Retailleau “Several proposals aimed at strengthening the public security and to improve the working conditions of municipal police».
Experiments
The City of Compiègne wishes to become a pilot territory to test new tools and methods in terms of security.
- experimental use of drones. Already endowed with three drones, the City requests a specific authorization for their use in monitoring sensitive areas and the fight against motorized rodeos.
- Marking coded by paintball launcher. This technology makes it possible to discreetly identify the perpetrators of disorders, thus facilitating arrests and legal proceedings.
“These experiments, which could be under the control of the public prosecutor, aim to provide the municipal police with modern means while guaranteeing respect for individual freedoms.”
Skills extension
In order to increase the autonomy of the municipal police, Philippe Marini proposes to expand his field of intervention on several key points:
- Delicational lump sum fines (AFD). Allow municipal police to verbalize certain offenses directly. Like the detention of narcotics in small quantities, lack of permit, conduct without insurance, abusive occupation of the common areas.
- Access to public security files. Strengthening access to the vehicle information system (SIV), the perspective file and the insurance file, for more effective interventions.
Municipal police status
“The municipal police today provide security missions that are close to those of the national police,” says the mayor. However, their statutory and social regime remains less favorable. ”
- Integration of premiums in the calculation of pensions. “Unlike the national police, municipal police bonuses are not taken into account in the calculation of their pension. This inequality must be corrected to guarantee just recognition of their commitment. ”
- Bonifications for arduousness. The national police have a bonus system to better take into account the difficulty of the missions. “It is essential to extend a mechanism similar to municipal police officers.”
- Improvement of end -of -career conditions. The national police offer developments to adapt the end of their careers to their agents to the physical requirements of the profession. “The municipal police must be able to benefit from comparable systems.”
Beauvau des Polices Municipal
These proposals will be debated within the various consultation bodies provided for within the framework of the Beauvau of municipal police.
“Bruno Retailleau and the Minister to the Minister of State, François-Noël Buffet, expressed their lively interest in these proposals and will put them at the heart of the discussions,” concludes the mayor. He will defend the interests of municipal police officers and promoted “innovative solutions for the security of our territories”.
