Yesterday, Thursday December 19, the agents were informed by mail that the pay of December would arrive much later than it should have. Administrative problem or lack of cash flow? The agents lean towards the second option and cry “lie” after having read the explanations of their superiors.
“The agents were waiting for the salary to put gifts under the tree”
A letter/email sent at the very last minute by the general director of services, Chokri Mastouri announces “that the December 2024 pay will arrive in (the) bank accounts between December 24 and 27”. “In the public service, for the end-of-year holidays, pay is supposed to be paid a week in advance,” explains an agent, “we were expecting salaries for December 20.” As in all local authorities in France, the salary payment date is the same for everyone.
This one-week delay might seem insignificant in the private sector where salaries sometimes fall at the very end of the month, or even at the beginning of the following month. “But everyone organizes themselves accordingly and at the end of the year, many agents were waiting for the salary to put gifts under the tree or have New Year’s Eve,” says an agent who requested anonymity. He adds: “Everyone is green, bubbling.” Especially in the year 2024 where overtime has been considerably reduced or eliminated: salaries have been lower than expected.

To justify this delay in payment, the general director of services mentioned a technical problem by email: “Following a problem with the Certinomis certificate allowing pay orders to be sent to the Treasury of Compiègne, the accounting entries could not be sent to the public accountant only this week.” But with an administration which, under the leadership of Mayor LR, has done Sandrine Dauchellelying is a management method, no one believes it anymore. “This is the third time this year that salaries have been paid late, supposedly due to technical problems, bugs or who knows what,” says an agent. “No one is fooled, no one believes it.” The first pay delay occurred in January, the second in September.
A former agent who worked under Sandrine Dauchelle confirms: “The first times when salaries were not paid on time, when technical problems were cited, they were indeed lies,” he confides. . Lies to cover up “cash flow problems”. “The question here is therefore to know if the city and the CCPN are waiting for revenue and cannot pay the salaries in the meantime,” he continues, “or if this time they really had a technical problem or a lack of anticipation” .
Note that December salaries are more difficult to pay for a town like Noyon which is experiencing serious cash flow problems, since it is accompanied by the end-of-year bonus. Some thus believe “that the city did not have enough to pay on time, which represents the largest pay of the year”.
In a difficult context for agents
This situation is unprecedented according to community agents. “It’s the first time in 25 years that I’ve seen this,” says one of them, adding, “that this “incident” comes on top of everything else: aggressive management, dismissals and sanctions in all the senses…”.
All of this, while a meeting was scheduled by the human resources director, Rachida Abboufor January 13. “It’s a meeting that concerns the end-of-year bonus, we’re afraid that they will eliminate it altogether, in any case, it doesn’t bode well,” said a particularly “worried” agent.
