Repeatedly. The affairs of Noyonnais Country will have to go through the administrative court again when it becomes clear that the president, the LR Sandrine Dauchellerefuses the demands of his political opponents.
After obtaining the withdrawal of the president’s delegations in November, two thirds of the mayors now opposed to Sandrine Dauchelle also wanted to discuss the reduction in compensations of the president and her vice-presidents as well as to modify the internal regulations. If they had asked the administrative court in October to force the elected official to add these points to the agenda of the community council, they had been partially rejected. The court asked them to clarify their requests. “That’s what we did,” reports Thibault Delavennemayor of Guiscard, departmental councilor and community delegate. A month ago, on behalf of the majority of elected officials from Pays Noyonnais, he wrote again to the president to ask for these two specific points to be added to the debates of a future council. According to the General Code of Local Authorities, the president had one month to respond. The deadline was, according to Thibault Delavenne, “December 19”.
The president no longer has time to respond
While Sandrine Dauchelle no longer has the material time to convene a council before this deadline (a summons must precede the council by five working days), the mayor of Guiscard “has had no response from Ms. Dauchelle”. “We will wait until December 19, but it is now obvious that she no longer intends to – and that she can no longer – convene this council,” he says. There is no longer any doubt about the outcome of the case: “We will be forced to go to the administrative court and we will go there,” assures Thibault Delavenne.
For the record, Sandrine Dauchelle had already lost a first round in October in court when she refused to add the withdrawal of her delegations to the agenda. “But what will she defend this time?” asks the departmental councilor. “Last time, she claimed that our requests were not in the community interest: if she presents herself again with this excuse, she will lose in the same way,” he believes. The mayor of Guiscard, however, thinks he sees clearly the strategy of the disgraced president: “For her, it is time saved, and above all money: until this deliberation is voted on, she receives her compensation entire while we want to considerably reduce it given that it has less work now that it has lost part of its delegations.
“She makes a fool of herself day by day”
On the other hand, it would be simplistic to present the approach of the mayors of the territory as a simple vendetta against President Dauchelle. “Our approach is also to modify the internal regulations in order to ensure that the country functions better since the withdrawal of the delegations. Sandrine Dauchelle is doing everything she can today to slow down the voting process, including during the session, by extending all the points: in our request we specified how we want to make the country work. For the mayor of Guiscard, revenge would even be on the other camp: “We can clearly see how since last month’s vote, she is trying to make us pay for what we did.” “She wants us to pay cash for her withdrawals, the result is that she makes a fool of herself day by day,” he finishes.
