During the December municipal council, Philippe Marini, mayor of Compiègnewill propose to establish the billing costs of transportation and of support to people arrested in a state of obvious public intoxication.
“In order to cover these costs, I propose to introduce, from December 21, 2024, a flat rate of €150 for each treatment,” explains Philippe Marini. This price covers transport, mobilization of agents and the time spent on these interventions.
Since January 1, 2024, the municipal police have taken charge of 22 people in a state of obvious public intoxication, recalls the mayor. “An intervention requires the mobilization of several agents (generally two to three), he recalls. As well as transport to the emergency room of Compiègne hospital for a medical examination, and, if necessary, treatment at the police station to be placed in a sobering up cell.
“A cost for the community”
On average, estimates the mayor, each intervention “lasts between 2 and 3 hours”. These interventions mobilize “human resources and generate significant costs for the community”.
This measure is not intended to generate substantial revenue, agrees the mayor. “But it is based on a principle of responsibility,” he insists. It is right that those who require such interventions bear the costs.”
This invoicing will in no way affect the criminal sanctions incurred, “which will remain fines which can range from €35 to €150”, he concludes.
Other cities, such as Troyes, Orléans, Albi, Caen or Toulouse, have adopted similar deliberations
