The fact remains that they accumulated themselves, until representing “for some agents more than a hundred hours”.
A dozen agents concerned
Also, the city of Noyon, eager to bring order, summoned, in January, the agents concerned by these mountains of hours. “It concerns only ten agents, mainly those who work on technical services,” we are told. These agents are those who are called to install, for example, the barriers for the market, or, during special events, to prepare the event. Like sporting events in the city, the Motorcycle Festival, the Franc market … In January, they were notably “requisitioned” two hours to secure the square of the easel before the ceremony of the wishes of Mayor Sandrine Dauchelle. “These events on weekends, representative of the work done in addition to the hours of the week, spend in overtime,” explains an agent, who is not affected directly by the issue. “Before,” he continues, “the agents had the choice between being paid for these hours or transforming them into rest, since the awareness of the city’s financial problems, they no longer have the choice of anything at all: they do what they are told to do it. ” Note that for most agents, the use of overtime has been drastically reduced, still due to the hole in the finances of the city.
Lost hours
But during this mid-January meeting, “Mastouri asked them to give part of these overtime,” it is said. Choukri Mastouri is the Director General of Services. “The agents were invited to sign a document, with a fairly short deadline, where they are implicitly offered to give up part of their hours,” said a source. “From what we understand is that in orally, during this meeting, Mastouri offered to pay 50 % of hours due, recover 25 % and give 25 % to the Town hall ”, reports another source. “Which seems to us completely illegal”. According to our information “for fear of being targeted”, the majority of agents have signed this questionable agreement. On the other hand, “one or two”, would have decided not to make the document. They would have an appointment again with their hierarchy to discuss it. It is not excluded that they begin proceedings before the administrative court. A court where mayor Sandrine Dauchelle will soon spend most of her time.
This request gives the agents, to abandon part of their overtime, is made in an extremely difficult financial context. The same who had prompted the agents to claim from their elected officials a financial effort by renouncing part of their allowances when they were announced at the beginning of last year the frost of their advancement and the reduction of the recourse to overtime. Repression climate
This new episode with the agents also takes place in an unprecedented climate of repression of agents.
